Today, Reading Room is used by several national standards organizations across Europe, including SFS, SNV, and Standards Norway. The platform allows users to read specific European standards directly in their browser—without cost and without downloading any files.

The story behind Reading Room begins with a legal challenge that reshaped how Europe thinks about access to standards. A charity organization, required by law to follow certain standards in their work, took the matter to court arguing that being forced to purchase documents mandated by legislation was fundamentally unfair. The court agreed. The ruling established a clear principle: standards that are referenced in law must be freely accessible to anyone who needs them. For standardization bodies across Europe, this created an urgent and concrete challenge; how do you provide open, public access to these documents while still protecting their integrity and tracking compliance? Reading Room was built to answer that question.
How it works
Reading Room brings together four core systems to deliver a seamless experience from search to reading. When a user searches for a standard, results are pulled directly from a live import database, ensuring the information is always accurate and up to date. Each national standards body can customize the platform with their own branding, language options, and content, so the experience feels native to their organization. New users can register quickly and gain free access to read standards online for up to 24 hours — no subscription, no payment required. Once inside, documents are displayed through a secure, protected reader that makes the content fully visible without allowing it to be downloaded or redistributed. The platform also captures detailed usage statistics at both IP and standard level, keeping the relevant organizations informed on compliance and reporting.
